Gorka Urrutia, director of the Pedro Arrupe Human Rights Institute of the University of Deusto, has been appointed member of the Steering Committee of the II National Human Rights Plan (2023-2027). This Committee, established by Royal Decree 709/2024, aims to coordinate, monitor and evaluate human rights policies in Spain, a key body attached to the Ministry of the Presidency, Justice and Relations with the Courts.

The II National Human Rights Plan, approved in June 2023, defines 16 general objectives, 71 specific objectives and 421 measures to guarantee human rights, promote gender equality and protect vulnerable groups. Developed with a participatory vision, the Plan reflects input from 17 ministries, autonomous communities, NGOs, academic institutes and civil society representatives. This collaborative approach highlights the importance of an inclusive and consensual framework in the defense of fundamental rights in Spain.

The three university human rights institutes (U. Carlos III, U. of Valencia and U. of Deusto) are present in the Steering Committee of the II Plan, whose constitution was held on Friday, November 22 at the Moncloa Palace. At this meeting, the Secretary of State presented the project for the monitoring and evaluation of the Plan.
