Deusto brings together leading magistrates and professional experts to talk about current legal issues

Councillor Nerea Melgosa, the Vice-Rector of Deusto Javier Arellano and the regional deputy Ager Izagirre will open the 3rd Jornadas Jurídicas por la Palabra on Thursday, 19 October at 9:00. The diplomat and former director of the CNI, Jorge Dezcallar, will give a lecture on the balance of power: East and West facing the war in Ukraine. Some of the main topics to be discussed are corruption in sport, transgender law, money laundering and the resolution of conflicts arising from the economic agreement.

Bilbao Campus

On 19 and 20 October, the University of Deusto will be holding the 3rd Jornadas Jurídicas por la Palabra, a meeting organised in collaboration with the Asociación Profesional para la Magistratura, the Fundación para la Magistratura and the Ibiscay Bar Association, which aims to discuss current legal issues with magistrates and professionals. It is one of the most important events in the area of law in Spain. 

Some of the issues that will be addressed include the Law for the real and effective equality of trans people and for the guarantee of the rights of LGTBI people, hate crimes and corruption in sport, the relationship between justice and technology, money laundering with special reference to the role of the notary and the land registry, the resolution of conflicts derived from the economic agreement dealt with by the Basque Country Arbitration Board and the patrimonial responsibility derived from the pandemic, among others.

This conference will be held on Thursday, 19 October, at 9:00, in the Auditorium and will be opened by the Vice-Rector for Research and International Relations at Deusto Javier Arellano; the Regional Minister for Equality, Justice and Social Policies Nerea Melgosa; the Regional Deputy for Public Administration and Institutional Relations, Ager Vidondo; Gorka Vidondo, member of the Governing Board of the Biscay Bar Association; Mikel Gotzon Casas, President of ALEGO; and the Director of the Conference and President of the Professional Association of the Judiciary in the Basque Country, Emilio Lamo de Espinosa. 

This will be followed at 9:30 by the keynote speech "El equilibrio de fuerza: East and West in the face of the war in Ukraine", which will be given by the diplomat Jorge Dezcallar, former director of the CNI and former director general of the Ministry of Foreign Affairs and ambassador to Morocco, the Holy See and the United States. Participants will also include Joana Abrisketa, professor of law.

Trans law and corruption in sport

After this first lecture, the first roundtable entitled "Diálogo entre justicia y tecnología: un debate permanente" will be held at 10:40. Speakers will include Diego Gómez, a specialist in urban planning law and author of the legal blog Esdejusticia; Pablo Bustamante, president of the Basque Council of Solicitors; and José Javier Moreno, a lawyer from the Central Legal Services of the Basque Government.

The second round table is entitled "A vueltas con la Ley 4/2023, de 28 de febrero, para la igualdad real y efectiva de las personas trans y para la garantía de los derechos de las personas LGTBI" and will feature Luis Ángel Arrido Bengoechea, President of the Administrative Chamber of the High Court of Justice in the Basque Country; Susana López, Deputy Director of the Legal Department of Osakidetza, Aránzazu Fernández, Head of the Child and Adolescent Psychiatric Section in the Psychiatry Service of the University Hospital of Basurto (Bilbao); and Alicia Sánchez Sánchez, magistrate and former head of the Exclusive Civil Registry of Bilbao.

At 15:30, the third round table entitled "Delitos de odio y corrupción en el deporte" will take place with the following speakers: Juan María López de Lacalle, Vice-President of the Alavesa Football Federation and Member of the Basque Football Federation; Leire Unzueta, Prosecutor of the Provincial Prosecutor's Office of Biscay and Delegated Prosecutor against Hate Crimes and Discrimination in Biscay; and Julián García, Magistrate of the Provincial Court of Guipuzcoa.

Notaries and money laundering

The activities on this first day will conclude at 17:00 with a panel discussion on “Blanqueo de capitales. Especial referencia a la función del Notariado y el Registro de la Propiedad” by María José Barbarín, magistrate of the Provincial Court of Gipuzkoa; Igor Prieto, Land Registrar and member of the Anti-Money Laundering Registry Centre; and Juan Kutz, notary of Madrid and president of the European Notaries' Working Group (CNUE) for the prevention of money laundering.

The meeting will continue on Friday, 20 October in the Icaza Auditorium (La Comercial building) with further round tables on current legal issues. The first, at 10:00 a.m., will deal with the subject of "Resolución de conflictos derivados del concierto económico; la Junta Arbitral del País Vasco", with Isaac Merino, magistrate of the Administrative Chamber of the Supreme Court; Iñaki Alonso, Director General of Finance of the Biscay Provincial Council; and Javier Muguruza, member of the Basque Country Arbitration Board.

Following this address, a round table discussion will be held at 12:00: “Responsabilidad patrimonial derivada de la pandemia. Principales aportaciones del Tribunal Constitucional, Tribunal Supremo y Consejo de Estado”. Participants include César Tolosa, judge of the Constitutional Court and former president of the Administrative Chamber of the Supreme Court; Pilar Cuesta de Loño, lawyer at the Council of State and advisor to Global Leadership Harvard's Women in a Legal World (WLW); Francisco Javier Pueyo, president of the Administrative Chamber of the High Court of Justice of Navarre and specialist judge; and Iosu Amenabar, lawyer at the Litigation Department of the Basque Government and member of Alego.

The closing ceremony will be held at 14:00, which will be attended by Gema Tomás, Dean of Deusto Law School; Ignacio Amilibia, member of the Governing Board of the Biscay Bar Association; Aner Uriarte, chief judge of Bilbao; and Ramón Rodríguez Arribas, president of the Foundation for the Judiciary and vice-president emeritus of the Constitutional Court.
