Associate Professor in the Department of Public Law. Researcher at the Pedro Arrupe Institute of Human Rights. Currently he serves as Dean of Deusto Law School. He teaches the subjects "Fundamentos históricos del sistema jurídico II: Historia de las Instituciones" and "Introducción al Derecho II: Organización Constitucional del Estado"within the Law degree, as well as "Sistema Constitucional" in the Philosophy, Politics, and Economics degree. He also lectures in the Master of Laws (LLM) in International Legal Studies and in the Erasmus Mundus Master in Human Rights: Policy and Practice. Additionally, he is a member of the faculty for the doctoral programmes in Human Rights: Ethical, Social, and Political Challenges, and Economic and Business Law. His research areas focus on the legal challenges posed by managing sociocultural diversity in contemporary democracies; the implementation of equality and non-discrimination policies, as well as strategies and actions promoting peace and coexistence following prolonged Human Rights violations. The research line on religious freedom and the legal instruments available for managing diversity in a manner consistent with democratic principles has led to various academic contributions on the origin and normative foundation of reasonable accommodation. He has also carried out an in-depth analysis, from a legal science perspective, of the Council of Europe’s efforts in promoting policies that protect freedom of conscience and religion. To support the development of public policies, he has advanced diagnostic assessments of the state of religious freedom in Spain and the needs of minority faiths, as well as studies on regulatory frameworks as tools for fostering religious harmony, using the Basque Country as a case study. Building on this work, he is currently involved in implementing the Charter for Municipal Management of Religious Diversity across various Spanish municipalities, in a project led by the public foundation Pluralism and Coexistence under the Ministry of the Presidency and the Spanish Federation of Municipalities and Provinces. A prominent research line over recent years has focused on contributions to the process of memory, justice, and reparation for victims of terrorism. The researcher has been part of a permanent working group responsible for handling assignments commissioned by the Pedro Arrupe Institute of Human Rights from the Basque Government to produce various reports on groups affected by terrorist violence. These reports have been developed using a mixed quantitative and qualitative methodology. As a result, various studies have been produced that provide a comprehensive overview of an injustice that aims to raise awareness within the public sphere.
