BA in Law, University of Deusto (1983); Diploma in European Law, Centre for European Studies, Paris I Panteón-Sorbonne University (1984) and Specialist Diploma (DESS) in EU Market Law (1985), from that same university. Since 1986 he has worked as a legal advisor on EU Law issues. From 2006 to 2012, he was a member of the Basque Competition Court, where he was Chairman during the first third of his six-year term of office. He currently works as a lawyer for the Basque Government and is a member of UN’s Expert Advisory Group (UNCTAD) for the development of Competition Policies in Latin America. He has been a Lecturer in European Competition Law at the Institute of European Studies since 1986, and has published numerous articles on the application of Law and European and Spanish Competition Policy and has been a speaker in many seminars and conferences at a national and international level.
