BA in Law, MBA and Diploma from the School of Legal Practice (University of Deusto). He has been Director of Transfer and Legal Regime at the Basque Government Presidency Department. He is currently a practising lawyer and collaborates academic activities with the University of Deusto, the Basque Institute of Public Administration (EVETU) and the Biscay Bar Association.
