Holds a BA in Law from the University of Deusto, where she graduated in 1989. She has been a career civil servant for the Provincial Council of Bizkaia since 1991 (TAG), and Head of the Tax Policy Department of the Treasury and Finance Department since 1999, as well as being a member of the financial-tax group of the Basque Maritime Forum. She is currently Lecturer on MA courses in Treasury and Public Finance at the University of the Basque Country (UPV) and on the European Master in Transnational Trade Law and Finance at the University of Deusto. A regular collaborator with the Basque Institute of Public Administration where she teaches training courses for public sector employees in tax-related matters, she is also the regular author of articles and studies published in specialist magazines on Community and Tax Law (Forum Fiscal, Aranzadi Comunitario y Tributario, Zergak, European Taxation, Bulletin of Taxation, Register of Economists and Tax Accountants of the Basque Country, etc.). She holds the Proficiency qualification in English.
